Children & Drought


The drought currently gripping India has already affected 330 million people across a quarter of the country and with the relieving monsoon not expected for at least 7 weeks this looks set to surpass the recent disasters experienced in 2009, 2004, & 2002.Much has been written regarding this environmental crisis however the disaster is particularly severe for the youngest in society; one significant environmental shock can leave an irrevocable scar on a child’s development. The key areas at risk are primarily the child’s health and secondly the disruption to the child’s education.
There are two key influences wrought by drought on any affected child’s life; income and food, and changes in disease environment. Both the former and the latter are also linked a third significant effect which is disruption to a child’s education.In a country as hot as India drought is nothing new however due to the advances made in healthcare and particularly child-mortality the drought of 2016 will almost certainly affect more children than any other.
The most obvious impact will be to a child’s nourishment as lack of water affects not only drinking but also food supplies. Rural areas are heavily dependent on rain-fed agriculture for both sustenance and income. Villagers find themselves in a dangerous cycle; as crops fail they have less income to feed themselves, and also the price of replacement foods rises as wider-spread supply falls. There has been a growing trend of urban migration for men in recent years however the impact of drought conditions has also pushed women towards metropolitan areas in search of work to supplement the family budget. As a result children are left behind often to care for ageing relatives and sometimes putting their lives at risk to collect water from far-flung sources in the heat of the day.
With lesser levels of sustenance and greater exertion comes the threat of disease and infection as malnourished children are significantly more likely to succumb to illness. To make matters worse a paucity of water often leads people to drink whatever is available which is likely to be of poorer quality and increasingly rife with waterborne diseases such as diarrhoea and cholera. Children are intrinsically more likely to contract and succumb to such illnesses as their bodies are still developing.
Drought can wreak havoc on a child’s education as exams always fall during the hottest season.To compound matters, as Indian education is traditionally geared towards examinations (90% of grades are exam weighted),it is intrinsically the most crucial period of a child’s school year that is affected. Furthermore, in the face of such conditions schools in severely affected areas have been told to conclude the school year early to reduce the strain on water supplies. The smallest, rural schools are hit the hardest at a time when their pupils will be sitting exams that could affect the rest of their lives as they seek highly coveted places at the best schools.Once again, drought hits the poorest in society hardest and sadly it is these children who rely heaviest on education to provide them with a brighter future.
The crisis has certainly not been helped by the misuse of existing ground water in for short-term financial gains. Prominent campaigner Rajendra Singh has been particularly critical of the water-intensive crops (i.e. sugarcane) that have been grown in the worst affected areas. He has also noted that much of the worst offending farmland is under ownership of the political elites. The result has been a 72% drop in underground water sources across India, the highest depletion rate in the world.

Although coming at a heavy price, there is one possible benefit that can be reaped from such times; raising awareness for the value of water conservation. A number of schools and local communities in less affected areas have undertaken water saving schemes to benefit those less fortunate. Furthermore, it serves as a timely reminder of the Swachh Barat (Clean India) movement, particularly how is in everyone’s interest to clean India’s major waterways; the Yamuna and Ganges. We can only hope that increased attention and awareness to such worthwhile causes can be a by-product of what is clearly a humanitarian catastrophe.

the water sector is expected to see investment of USD 13 billion from overseas players in the next few years, a new study has said.

"With increasing household income and increasing contributions from the service and industrial sectors, the water demand in the domestic and industrial sectors increasing substantially," says a study conducted by EA Water, a leading consulting firm in water sector.

Nearly 70 per cent of country's irrigation and 80 per cent of domestic water use comes from groundwater, which is rapidly getting depleted.

However, overseas players from Canada, Israel, Germany, Italy, United States, China and Belgium sees big investment opportunity worth USD 13 billion in the domestic water sector.

The industry is expected to receive Rs 18,000 crore in the next three years, the report said.

Govt mulls Europe-style water law to save resource



NEW DELHI: Concerned by the future projections of water availability in India, thegovernment is mulling the legislation route to save the scarce resource from depleting any further. It plans to come out with a new draft National Water Framework Bill - on the lines of the one in effect in Europe - and improvising on the existing draft law of 2013.



A detailed presentation on the WFD and its comparison with India's existing water framework were made at the first Indo-European water forum here on Monday. Experts from both India and EU nations at the forum emphasized that if the 28 different nations can jointly work on the issue of water resources, it can also be adopted with modifications by India's 29 states by evolving a common law that takes care of the country's water resources.

"The Centre will come out with new draft national framework legislation. Discussions and consultations at different levels are going on. But, it's a long drawn process. Since water is a state subject, there has to be a political consensus before moving on this path", said Union water resources secretary Shashi Shekhar.



Experts at the forum noted that the European Water Policy, centering on management at the river basin level and integrating water management, presents a "viable model for cooperation between EU and India at the national and state level".

The European Commission's director-general for environment, Daniel Calleja Crespo, told TOI that the EU has a very broad experience in successfully managing water resources in 28 nations and the cooperation could be helpful as both EU and India have many similarities.

"We have our Water Framework Directive (WFD) and it has been now operational for 15 years. We have developed some specific legislation to manage water in river basins for 500 million people. EU has 28 member states. We have rivers crossing different boundaries. I think the cooperation will provide a win-win situation, based on mutual benefits", said Crespo.

The EU and its member states have divided the river basins and associated coastal areas into 110 river basin districts, 40 of which are international and cross borders, covering about 60% of the EU territory. The European WFD obliges member states to draw up river basin management plans to safeguard each of the 110 river basin districts.

Referring to the European Water Policy, the minister of state for water resources Sanwar Lal Jat, in his address to the forum said it presents a viable mode for cooperation between the EU and India. He, however, emphasized that this framework could be used by India with suitable modifications as "source of inspiration" to integrate water resources development and management amongst the states.

UN health agency unveils sanitation and hygiene plan towards eradicating tropical diseases by 2020

27 August 2015 – The World Health Organization (WHO) today announced that it is strengthening water, sanitation and hygiene services to accelerate progress in eliminating and eradicating neglected tropical diseases by 2020 that affect more than 1 billion of the world’s poorest and most vulnerable populations.
“Millions suffer from devastating WASH [water, sanitation and hygiene] – related tropical diseases – such as soil-transmitted helminthiasis, guinea-worm disease, trachoma and schistosomiasis – all of which affect mainly children” said Dr. Maria Neira, WHO Director for Public Health, Environmental and Social Determinants of Health.
“Solutions exist, such as access to safe water, managing human excreta, improving hygiene, and enhancing targeted environmental management. Such improvements not only lead to improved health, but also reduce poverty,” Dr. Neira said in the WHO announcement.
WHO outlined a global plan to better integrate water, sanitation and hygiene (WASH) services with four other public health interventions to accelerate progress in eliminating and eradicating neglected tropical diseases by 2020.
“Targeted water and sanitation interventions are expected to bolster ongoing efforts in tackling 16 out of the 17 neglected tropical diseases, which affect more than 1 billion of the world’s poorest and most vulnerable populations,” according to WHO.
WHO also said that in 2015 more than 660 million people did not have access to improved water sources, almost 2.5 billion people lacked access to improved sanitation and more than 500,000 million lives are lost each year as a result of neglected tropical diseases.
Besides advocating for basic water, sanitation and hygiene, WHO uses four other key interventions in overcoming the global burden of the neglected tropical diseases. The four strategies are: preventive chemotherapy, innovative and intensified disease management, vector control and veterinary public health services.
The five-year agenda is in line with a World Health Assembly resolution, which calls for the formulation of a new, integrated WHO strategy including a specific focus on promotion of sanitation and hygiene behaviour.
